By-Laws of
Concord Ox Bow P.T.O.

Article 1: Name
The name of this organization shall be the Concord Ox Bow Parent-Teacher Organization.

Article 2: Objectives
To promote the welfare of children and youth in home, school, and community.

To bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the growth of the child.

To develop between educators and the general public such united efforts as will secure for every child the highest advantages in physical, mental and social education.

Article 3: Policies
Section 1: The purpose of this organization shall be educational.

Section 2: This organization shall be noncommercial, nonsectarian and nonpartisan. No commercial enterprise and no candidate shall be endorsed by it. The name of the organization and the names of its officers in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any other purpose than the regular work of the organization.

Section 3: This organization shall not seek to direct the administration activities of the school or to control its policies, but we reserve the right to offer suggestions.

Section 4: This organization may cooperate with other organizations and agencies active in child welfare, such as conference groups or co-ordination councils, provided they make no commitments which bind their member groups.

Article 4: Membership and Dues
Section 1: All parents or legal guardians of pupils and staff of the Ox Bow School Community are considered members.

Section 2: There will be no dues.

Article 5: Officers and Their Election
Section 1: The officers of this organization shall be a President, a Vice-President, Secretary, and Treasurer. The President and Secretary will serve a two year cycle the Vice-President and Treasurer will serve a two year cycle. Officers shall serve for a term of two years. Under certain circumstances consideration will be given to one year terms.

Section 2: Nominations shall take place at the April Meeting and the consent of each candidate must be obtained before his/her name is placed in nomination. Elections shall take place by ballot at the May Meeting. Elections will take place each year for two positions. This ensures there will always be two returning members on a Board.

Section 3: The Officers of this organization shall not be Officers on any other Concord P.T.O.

Section 4: A vacancy occurring in an office shall be filled by a vote of the members of the organization at the next regular meeting, due notice of such election having been given. A temporary placement may be appointed by the P.T.O. Board pending official action at the next regular meeting.

Section 5: New officers shall be installed at the conclusion to the annual budget meeting. New officers assume their duties after the conclusion of the budget meeting, and before July 1st.

Section 6: Each year the Teachers have the option to elect a staff liaison to the Executive Board. If elected he/she will have voting rights as a member of the Executive Board.

Article 6: Duties of the Officers
Section 1: The President shall preside at all meetings of the organization and of the Executive Board, and shall perform all other duties usually pertaining to the office.

Section 2: The Vice-President shall act as aide to the President and shall perform the duties of the President in the absence of that officer.

Section 3: The Secretary shall keep an accurate record of all PTO member meetings and meetings of the Executive Board. These records shall be made available to all members. The Secretary shall perform such other duties as may be delegated to him/her.

Section 4: The Treasurer shall receive all moneys of the organization; shall keep an accurate record of receipts and expenditures; and shall pay out local funds as authorized by the Executive Board according to the budget for the fiscal year. The Treasurer shall present a statement of account at every meeting of the organization, and at other times, when requested by the Executive Board and shall make a full report at the annual budget meeting. The Treasurer’s accounts shall be examined by an outside party at the end of the Treasures two year term. Checks over $100 shall require two signatures. There will be three authorized check signers (P.T.O. Treasure/P.T.O. Secretary/School Secretary)

Article 7: Meetings
Section 1: A regular meeting of this organization shall be held monthly on the first Tuesday of each month unless otherwise notified. Special meetings may be called by the Executive Board.

Article 8: Executive Committee
Section 1: The executive committee shall consist of a President, a Vice-President, a Secretary, a Treasurer, and a Principal from the school. The Principal need not be present for Executive Board meetings, however in case of a split decision he/she holds the tie breaking vote.

Section 2: The duties of the Executive Board shall be to transact necessary business in the intervals between organization meetings and any other necessary business.

Section 3: Meetings of the Executive Board shall be held when deemed necessary by the President and/or Principal.

Article 9: Amendments:
These by-laws may be amended at any Executive Board meeting of the organization by a majority vote of the members either present or by email, provided notice of the proposed amendment has been given at the previous regular executive meeting.
